Add a `vcsget` tool to download source from VCS repositories.
It would support
* cvs
* git
* svn
* bzr
* hg
But cvs support is yet to be written, and bzr support is half-way written.
Git is the only mode that I'm thoroughly confident in, the others need
testing.
