should convert to the new-style tag now.

This is most of the transition to Django 1.4 `USE_TZ = True`. We need to
ensure we don't mix aware and non-aware datetime objects when dealing
with datetimes in the code. Add a utc_now() helper method that we can
use most places, and ensure there is always a timezone attached when
necessary.

Until Django 1.3, the functions include(), patterns() and url() plus
handler404, handler500 were located in a django.conf.urls.defaults
module.
In Django 1.4, they live in django.conf.urls.

For those items less than one day old, mark change frequency as 'daily';
for those less than one week old, mark as 'weekly'. Finally, bump
everything else up from 'never' to 'yearly' to ensure it gets crawled at
least once in a while.

The bytes saved on the shorter name aren't worth it.
Also ensure 'desc' is always initialized to None in case packages do not
provide one.

recent item more prominent. I'm not displaying it in full only so the
front page doesn't look like a blog; 95% of our news items are under 300
words.

Due to our support of free software, we have two (uncommon) requirements
for .min.js files:
1. They preserve the header comments; for license-identification
2. They can be created with free software; a free minifier, SaaS does not
count.
The only viable way to do this is to use django's compress.py, which
requires the Google Closure Compiler, (or use the closure-compiler
directly), which is not (yet) packaged for Parabola.
So, for now just copy the *.js to *.min.js in order to avoid having to
change URLs to temporarily point to the non-minified versions until we can
properly minify them.

Add copyright headers to d3.js files, which by default ship without the
copyright included in the file, despite being free software.
----
Create a Makefile that automatically does this. It fetches the d3 and
jquery .js files, adds the copyright headers to the d3.*.js files, and then
copies .js files to .min.js files.
